Section 67Q(2)(ii) in The Punjab Factory Rules, 1952

(ii)the Chief Inspector of Factories may, subject to such conditions as he may specify, grant exemption from the requirement of this sub-rule, if in his opinion a suitable person possessing the necessary qualification is not available for appointment;
