Section 2(b) in The Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965
(b)"Colony" means an area of land within a controlled area, which is developed or proposed to be developed for the purpose of subdividing it into plots for residential, commercial, industrial or other purpose;
