Section 21(1) in The West Bengal Panchayat Act, 1957
(1)If the seat of a member of a Gram Panchayat becomes vacant by reason of his death, resignation, removal or otherwise, the vacancy shall be filled in the prescribed manner by appointment or election, as the case may be, of another person under this Act.
