Section 202(1) in The Coal Mines Regulations, 2011
(1)Notwithstanding anything contained in these regulations, no shots shall be charged or fired in the belowground working if the explosive used is not a permitted explosive, except in-(a)a stone-drift, if it does not contain dry coal dust; and(b)a shaft which is in the course of being sunk.
