Section 35B(1) in Haryana Panchayati Raj Election Rules, 1994
(1)Each contesting candidate or his election agent may appoint one or more persons, but not exceeding such number as may be determined by the District Election Officer (Panchayat) to be present, as his counting agent or agents at the counting of votes, by a letter in writing in duplicate in Form 23 signed by the candidate or his election agent.
