(2)Should any building (including a wall) or any parts thereof lie within the area between the building line 'and the middle of a highway, the highway authority may, whenever such building or part has been either entirely or in greater part taken down or burnt down or has fallen down, by notice require such building or part when rebuilt to be set back to the building line.
