Petitioners have approached this Court, alleging that the provisions of the Prevention of Corruption Act, 1988 qua respondent Nos.7 to 13 are attracted as they have acquired/amassed more than their known sources of income by misusing their power and authority. Various reasons have been assigned for the said purpose and there appears to be litigation pending between the petitioners and the private respondents.
So far as the corruption aspect is concerned, a complaint dated 18.06.2014 (Annexure P-20) has been filed by Harmeet Singh, petitioner No.2, before the Chief Vigilance Officer, Punjab, Chandigarh. Counsel, on instructions from the petitioners, who are present in person in Court, states that the said complaint is now pending with the Director, Vigilance Bureau, Punjab. Department is not proceeding with the matter and finalizing the same as the private respondents are influential and public servants.
This apprehension of the petitioners can be dispelled with by giving a direction to the the Director, Vigilance Bureau, Punjab, to decide the complaint dated 18.06.2014 (Annexure P-20) at an early date.
Without going into the merit of the case or commenting thereon, the present writ petition is disposed of with directions to the Director, Vigilance Bureau, Punjab, to look into the complaint dated 18.06.2014 (Annexure P-20) and take an appropriate action in accordance with law, if so required, within a period of six months from the date of receipt of certified copy of the order.
