Section 107(1) in The Orissa Development Authorities Rules, 1983
(1)The Art Commission shall, subject to the provisions of this rule, meet at such time and place and shall observe such rules of procedure in regard to the transaction of the business at its meetings as may be determined by the Art Commission ;Provided that no business shall be transacted at any of its meetings unless a quorum of at least one-third of its members are present from the beginning to the end of any such meetings.
