Section 3(1) in The Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996
(1)For dividing a Panchayat area into wards the population or the number of voters of each ward shall, as far as may be practicable be equal and be in the same proportion as the number of members fixed under section 7 of the Act bears to the total population or the number of voters of the Panchayat.
