Section 31(1) in Bihar Juvenile Justice (Care and Protection of Children) Rules, 2015
(1)For children in urgent need of care and protection, such as street children and run-away children, the State Government shall support creation of requisite number of shelter homes or drop-in- centres (open shelters) through the voluntary organizations.
