Section 16(2)(b) in The U.P. Water Supply and Sewerage Act, 1975

(b)In case such Jal Sansthan or local body disagrees with such direction or experiences any difficulty in complying with the same, it shall refer the matter to the State Government whose direction thereon shall be final.
