Section 14(1) in Rules of the Assam Dental Council
(1)On receiving the voting papers the Returning Officer shall endorse thereon the date and hour of receipt and examine them to see whether they have been correctly filled up, and shall endorse "rejected" on any voting papers which he may reject under the proviso to Rule 13 on the ground that it does not comply with the instructions on the voting paper.
