This is in continuation of this Commission's proceedings dated 15.4.2011. As scheduled, the matter is heard today dated 05.07.2011. Appellant present. The University is represented by Ms. Sunita Shiva, Deputy Registrar(CPIO) and Shri Ajay Kumar, SO. The parties are heard.
2. Ms. Shiva submits that an amount of Rs. 5,000/- has already been refunded to the appellant through cheque dated 24.6.2011. The appellant accepts that he has received the cheque. The appellant, however, submits that he has been put to a lot of inconvenience in retrieving the money in-question despite completion of all formalities by him, including the submission of 'No Dues Certificate' to the concerned Univerisity authorities and yet he had to move from pillar to post to get the refund. He requests the Commission to impose cost on the University.
3. On the other hand, Ms. Shiva submits that 'No Dues Certificate' is required to be submitted by the refund seeker as per University rules and that such Certificate purported to have been submitted by the appellant is not available in their file.
4. We would not like to go into the merits of the rival submissions as the amount has already been refunded to the appellant. The matter is closed. Even so, the University authorities are expected to streamline and fine tune their systems and procedures for expeditious refunds in future.
