(a)whose name is entered immediately before the 13th day of December 1963 in the list maintained under Section 34 of the East Punjab Ayurvedic and Unani Practioners Act, 1949, or under Section 33 of the Pepsu Ayurvedic and Unani Practitioners Act, 2008 B.K.; or
