Section 3(5) in The All India Council For Technical Education Act, 1987
(5)Notwithstanding anything contained in sub-section (4)-(a)the first Chairman shall be the Minister of Human Resource Development of the Central Government;(b)the first Vice-Chairman of the Council shall be the Minister of State for Education of the Central Government;(c)the first Member-Secretary of the Council shall be the Educational Adviser (Technical) of the Central Government.
