Section 16(4) in Kashmir and Jammu Universities Act, 1969
(4)The Financial Adviser shall-(a)present annual estimates and the statements of accounts to the Syndicate and the University Council ; and(b)exercise such other powers and perform such other duties as may be prescribed by the Statutes and Regulations.
