(10)Whoever, by driving hackery or cart with insufficiently greased wheels, shall create a noise which is reasonably calculated to cause annoyance to persons freqenting or residing near the thoroughfare in which such hackery or cart is driven;Lighting fires and discharging guns, fire-works, etc.
