Section 14(1) in The Assam Accounts Service Rules, 1963
(1)Subject to the provision of Sub-rule (2), appointment to the cadre of Accounts Officer shall be made in accordance with the preference determined by the Commission in the lists referred to sub-rule (3) of Rule 13.
