Section 44(2) in The Government Of Union Territories Act, 1963
(2)In the exercise of his functions the Administrator of each of the Union territories of Himachal Pradesh, Manipur and Tripura shall have special responsibility for the security of the border and for that purpose he may issued such directions and take such measures as he may think necessary.
