Section 2(h) in Bihar Technical Staff Selection Commission Rules, 2015
(h)"Secretary" means the Secretary of the Commission appointed by the State Government and it includes the officer authorized by the Chairman to perform the function of the Secretary, in the absence of the Secretary.
