Section 204(2) in The Madurai City Municipal Corporation Act, 1971
(2)(a)The owner and the occupier of the premises shall be jointly and severally liable for the payment of all sums referred to in clause (d) of sub-section (1), except property tax.(b)The sums referred to in clause (a) shall be a charge on the premises.
