Section 358(1) in Rules of Procedure and Conduct of Business in Lok Sabha
(1)After the member who moves a motion has spoken, other members may speak to the motion in such order as the Speaker may call upon them. If any member who is so called upon does not speak, such member shall not be entitled except with the permission of Speaker, to speak to the motion at any later stage of the debate.
