Section 5(4)(a) in The Tamil Nadu Town Panchayats, Third Grade Municipalities, Municipalities and Corporations (Elections) Rules, 2006

(a)The State Election Commission may obtain from the Executive Officers of Town Panchayats or Third Grade Municipalities or Commissioners of Municipalities and Corporations, as the case may be, particulars of various casual vacancies to be filled up under these rules.
