Section 10 in Delegation of Financial Powers Rules, 1978

10. Sanction of Contingent Expenditure.

- Administrative Departments and Heads of Departments have powers to sanction contingent expenditure subject to the following conditions :
(a)No expenditure shall be incurred without valid appropriation or re-appropriation sanctioned by competent authority.
(b)Rules for supply or articles required for public service contained in the Orissa General Financial Rules and subsidiary instructions and orders, if any, issued on the subject, shall be followed.
(c)No contingent expenditure involving and departure from rules, orders, restrictions, or scales shall be incurred nor shall any liability be undertaken in connection therewith except with prior concurrence of the Finance Department;
(d)[ Subject to the conditions mentioned above, the financial powers of the Administrative Departments and Heads of Departments to sanction contingent expenditure will be as follows : [Substituted by F.D. No. 38595 dated 7.9.1992.]

(e)In respect of items mentioned in Annexure "C" the restrictions/ Clarifications monetary limits specified therein shall also be applicable.
(f)The Secretary of the Administrative Department or the Head of a Department may by order in writing authorises a Gazetted Officer serving under him to exercise, as may be specified in that order all or any of the powers conferred on him. The Secretary of the Department or the Head of a Department shall, however, continue to be responsible for the correctness, regularity and propriety of the decision taken by the Gazetted Officer so authorised.
(g)Notwithstanding anything contained in this rule, the Inspector-General of Police shall, subject to the orders of the Government regarding scale of supply, monetary limits, etc. have full powers of sanction in respect of the provision made in the Budget for clothing and kits of the Police personnel.
