Section 2(e) in The Environment (Protection) Rules, 1986
(e)"person" in relation to any factory or premises means a person or occupier or his agent who has control over the affairs of the factory or premises and includes in relation to any substance, the person in possession of the substance;(ee)[ "prohibited substance" means the substance prohibited for handling;] [Inserted by G.S.R. 931(E), dated 27.10.1989 (w.e.f. 27.10.1989).]
