Section 289A(3) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(3)Method of Promotion. - Recommendations shall be submitted by the Commanding Officers of the Ships or the Establishments to Naval Headquarters through normal channel. The names of suitable candidates recommended by the Chief of the Naval Staff for the grant of honorary commission in the rank of Sub-Lieutenant (Special Duties) or for promotion from the honorary rank of Sub-Lieutenant (Special Duties) to the honorary rank of Lieutenant (Special Duties) shall be submitted to the Government for approval.
