Section 11(2) in The Punjab Cattle Fairs (Regulation) Rules, 1968
(2)The Fund shall be kept at the Treasury as a purely banking account, money being paid into and drawn out of it without specification of the nature of the receipt or expenditure. Withdrawal will be made only by means of cheques signed by the Deputy Commissioner of the district or the Controller, Panchayati Raj Finances, as the case may be only when it is required for immediate disbursement on any item of expenditure.
