Section 4(1) in The Bengal Criminal Law Amendment Act, 1930
(1)Any servant of the Government authorized in this behalf by general or special order of the State Government may arrest without warrant any person against whom a reasonable suspicion exists that he is a person in respect of whom an order might lawfully be made under sub-section (1) of section 2.
