Section 137(3) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(3)If the Zila Panchayat fails to pay the costs awarded to the appellant within ten days after the date of the communication to the Zila Panchayat of the order for payment thereof the officer awarding the costs may order the person having the custody of the balance of the Zila Nidhi to pay the amount and the person shall pay it accordingly.
