3. Procedure for obtaining counter-signatures.
[Sections 3 and 9 (2)(a)]. - Every order submitted to the District Magistrate or the District Judge for counter-signature under sub-section (3) of section 3 of the Act shall be accompanied by a statement under the hand of the Presiding Officer of the subordinate court of the facts which in his opinion render the order necessary and the District Magistrate or the District Judge, as the case may be, after considering such statement, countersign the order or decline to counter-sign it.
