Section 14(b) in The Jharkhand Agricultural Produce Markets Rules, 2000
(b)that the nomination has not been made in the manner prescribed under these rules.(ii)The Election Officer shall endorse in each nomination paper his decision, accepting or rejecting the same and, if the nomination paper is rejected shall record in writing a brief statement of his reasons for such rejection. The scrutiny shall be completed on the day fixed in this behalf under clause (c) of rule 8 and shall not be adjourned on any ground.(iii)Immediately after the nomination papers have been scrutinised and decisions accepting or rejecting the same have been recorded, the Election Officer shall prepare a list of validly nominated candidates in Form IV, that is to say candidates whose nomination have been found valid, and affix it to his notice board.(iv)[ An appeal shall lie against the decision of the Election Officer for the rejection of a nomination paper to the Director or the officer authorised by the Managing Director of the Board within seven days of such decision and the decision by the Director or the authorised officer shall be final and binding and shall not be questioned in a court of law.] [Substituted by G.S.R. 12A dated 26.9.1993.]
