Section 6(a) in Orissa School Education (Community Participations) Rules, 2000
(a)Every Parent-Teachers' Association shall take decision with regard to raising of corpus Funds which in its opinion is required for the development of school infrastructure, with the prior approval of the concerned "District Officer".
