Section 8(1) in Goa Lotteries (Regulation) Rules, 2003
(1)The Government shall entrust the work of printing of tickets to the Government Printing Press, Panaji or empanelled security presses or to any other private press approved by Reserve Bank of India/Indian Bank Association as security press, so as to ensure secrecy and authenticity or printing of tickets. The security Press shall be selected by inviting open tenders for the same.
