(4)The Gram Panchayat may appoint such other officers and employees and in such number as may, from time to time, be necessary with the prior approval of the Administrator and in the manner as may be prescribed:Provided that no post shall be created for which no budget provision is made and is not provided in the staffing pattern approved by the Administrator.
