Section 6(1) in The Punjab Cattle Fairs (Regulation) Rules, 1968
(1)The sites required temporarily for commercial or other purposes in connection with the cattle fair shall be allotted by the fair officer by auction before the commencement of the cattle fair. The successful bidder shall pay the full amount of the rent offered at the auction at the fall of hammer to the fair officer who shall issue a receipt therefore in Form C.F.R. 3.
