Section 7(1)(d) in The Special Rules for the Mulit-storeyed and Public Buildings, 1974

(d)Every such means of access shall be made drained and lighted to the satisfaction of the Commissioner and manhole covers or other drainage, water supply or any other fittings laid in such means of access shall be flush with the finished surface level so as not to obstruct the travel over the same.
