Section 65(c) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988
(c)check the muster roll and satisfy himself that every prisoner is present or accounted for; and satisfy himself generally that everything is in proper order. He shall enter a report, of his inspection in his journal, noting therein the state of the clothing, cleanliness, numerical strength and other matters of importance relating to the prisoners.
