(4)Recall to Duty : Leave cannot be claimed as a matter of right and when the exigencies of the service demand, discretion to refuse or revoke leave of any description is vested with the authority empowered to grant it viz., the Governing Council, the Vice-Chancellor and such other officers authorized in this regard.
