SHRI SARBANANDA SONOWAL (DIBRUGARH): I would like to draw the attention of the hon. Minister, through you, to a rape case in Delhi. As you know, Delhi has become a most unsafe city for women in India. Girls from North-East who have either studied in Delhi or worked have awful memories. The worst thing is that there seems to be no protection for those who are already hindered by their inability to speak in Hindi.

Sir, the rape of a college girl on Sunday has brought to the fore the vulnerability of students from the North-East in Delhi. There are many instances of abuse and humiliation, most of which go unreported. They are often subjected to undue humiliation and made to feel alienated.

Sir, a 20 years girl from Venkateswara College was abducted by a gang of four persons near Dhaula Kuan at around 2 a.m. on Sunday. She was released about 4.15 a.m. near Moti Bagh Gurudwara. For about 2 hours, the car had free run on the roads, but no help came from police till she was released. This happened despite police being immediately informed by the victim’s friend. Although the car drove unstopped through length and breadth of the city, including the highly guarded Rajghat area, yet the police which prides itself on having a network of PCR vehicles throughout the city, could not stop the car.… (Interruptions)

SHRI SARBANANDA SONOWAL : Sir, it is very serious matter because the students from North-East come all the way from those areas to the National Capital to study. … (Interruptions)

MR. SPEAKER: I have allowed you. You do not have to press on this.

SHRI SARBANANDA SONOWAL : Sir, they need protection. The Delhi-ites must develop a positive mindset to protect the interests of the students from North-East. The police also must be careful, and they must be serious to the cases of students from North-East.

That is why, Sir, I urge upon the Government to take drastic measures to nab the culprits and punish them severely. I also earnestly appeal to the Government to review the security system because Delhi police has decisively failed to protect the security of the citizens.… (Interruptions)

MR. SPEAKER: Now you are coming to the point after five minutes. This is not fair.

SHRI SARBANANDA SONOWAL : Sir, this is a matter of security, and particularly to the students from North-East who are often subjected to such harassment. The Home Ministry should pass on instructions to Delhi Police to take this kind of matter seriously, and also security should be ensured to students from North-East.… (Interruptions)
