(i)at least one month before the meeting of the '[Municipality] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] at which the matter is decided, public notice of the proposal has been given and special notice thereof has also been put up in the road or part of the road for which such line is proposed to be defined, and
