(viii)The Headmaster/Principal shall be competent to spend without reference to the Secretary or committee the sanctioned allotments, for prizes, library books and contingencies. He shall also be competent to spend without reference to the Secretary or committee the money in the athletic fund and in other funds to which the pupils contribute provided that such funds shall be subject to periodical audit.
