Section 12(1) in The Milk and Milk Product Order, 1992
(1)The Central Government may, by notification in the Official Gazette, appoint or designate any officer of the Government, not below the rank of a Joint Secretary to the Government of India, to exercise the powers and functions of the Controller under this Order.
