- If any difficulty arises as to the constitution or reconstitution or appointment of any Authority or officer of the University or otherwise in first giving effect to the provisions of this Act, or at the time of establishing a new University, the Government, as occasion may require, may, by order, do anything which appears to them necessary for the purpose of removing the difficulty.
