20. Power to arrest without warrant in certain cases. - A Police officer may apprehend without warrant any person found, or reasonably suspected of committing an offence under clauses (a), (c) or (d) of sub-section (1) of section 4, in any public street, or thoroughfare or in any place to which the public have or are permitted to have access.
