Section 68(3) in The Rajasthan District Boards Act, 1954
(3)If a contract to which the foregoing provisions of this section apply is executed otherwise than in conformity therewith, it shall not be binding on the Board:Provided that unless and until the contract has been duly executed in writing, no work including collection of materials in connection with the said contract shall be commenced.
