Section 27(a) in The Assam Cinemas (Regulation) Rules, 1960
(a)The licensee shall make arrangements to the satisfaction of the Licensing Authority for the sale of ticket for admission. Tickets shall be numbered to correspond to the number of the respective seat() in the auditorium and no more tickets shall be sold for any performance than there are seats available.
