Section 85(3) in The Constitution of Jammu and Kashmir
(3)The [Governor] [Substituted for 'Sadar-i-Riyasat' by the Constitution of Jammu and Kashmir (Sixth Amendment) Act, 1965.], after consultation with the Speaker of the Legislative Assembly and the Chairman of the Legislative Council, may make rules as to the procedure with respect to communication between the two Houses.
