(1)A commission for the examination of any person including one for the administration of a special oath shall ordinarily be issued to Counsel practicing either before the court issuing the commission or before the court within whose jurisdiction the witness resides. Such commissions may, if it is considered desirable, also be issued to a court (not being a High Court) within the local limits of whose jurisdiction the witness resides.
