Section 12(6) in The Rajasthan Land Revenue (Allotment of Unculturable Waste Land For Development of Private Forest) Rules, 1986
(6)The allotment shall be made on advice of the majority of the members of the advisory' committee present. In case the members are equally divided the opinion of the dissenting members to be recorded and the matter shall be referred to the Collector for final orders.
