Section 10(1) in The Orissa Forest Contract Rules, 1966
(1)Where the operations permissible under any forest contract involve the employment of labour, the forest contractor shall, if so required by the Divisional Forest Officer employ the inhabitants of villages in or near the contract area in preference to any other labour provided such villagers are reasonably accessible to such area.
